Competition tests:

The competition for filling the vacant position consists of 4 successive stages, as follows:

  1. the selection of enrollment files;
  2. written test on the subject of the bibliography – 10:00 a.m.;
  3. practical test to verify knowledge in the field of computer use – 13:00 p.m.;
  4. interview - 15:00 p.m.

Each trial is eliminatory.

Competition files will be submitted by 22.01.2021, at 15:00 p.m. at the UVT Registry (with menț"At the attention of the Human Resources Department, job application file"Job title"), UVT headquarters or at the e-mail addresses vanessa.dicso@e-uvt.ro, resourceumane@e-uvt.ro and must contain the following documents:

  1. competition registration application addressed to the head of the organizing public institution (Annex 1);
  2. copy of the birth certificate, copy of the identity document or any other document that certifies the identity, according to the law, as the case may be;
  3. copies of documents certifying the level of studies and other documents certifying the performance of specializations, copies of documents certifying the fulfillment of specific conditions;
  4. copy of the work card, or, as the case may be, a certificate certifying seniority in work, in the trade and/or in the specialty of studies;
  5. the criminal record issued no more than 6 months before the date of the competition (original);
  6. medical certificate attesting to the appropriate state of health issued no more than 6 months before the competition by the candidate's family doctor or by the competent health units (original);
  7. curriculum vitae;
  8. declaration regarding the authenticity of the documents (Annex 2).

- The certificate certifying the state of health clearly contains the number, date, name of the issuer and its quality, in the standard format established by the Ministry of Health.

The documents provided for in point IV letter b), c), d), will also be presented in original in order to verify the children's compliance with them, by a person appointed from the Human Resources Department previously or on the day set for the competition.

Information regarding the post of civil, industrial and agricultural construction engineer within the Department of Heritage Records, Acquisitions and Investment Monitoring - Public Procurement:

  • The post of civil, industrial and agricultural construction engineer is subordinate to the department director;
  • Duration and working conditions: the position is for a fixed period, with the possibility of extension, the duration of the working time being 8 hours/day, respectively 40 hours/week under normal working conditions;
  • The gross salary for the position: minimum 3178 - maximum 5075 lei, depending on seniority and specialty.
  • The trial period is 30 days according to the law;
  • Rest leave and its duration: granted annually in accordance with the provisions of the republished Labor Code and special laws (if applicable);

General conditions for participation in the competition and specific conditions necessary for filling the position:

  1. a) has Romanian citizenship, citizenship of other member states of the European Union or of states belonging to the European Economic Area and domicile in Romania;
  2. b) knows the Romanian language, written and spoken;
  3. c) has the minimum age regulated by the legal provisions;
  4. d) has full exercise capacity;
  5. e) has a state of health corresponding to the position for which he is applying, attested on the basis of the medical certificate issued by the family doctor or the authorized health units;
  6. f) fulfills the conditions of studies and, as the case may be, seniority or other specific conditions according to the requirements of the position put up for competition;
  7. g) has not been definitively convicted for committing a crime against humanity, against the state or against the authority, in the service or in connection with the service, which prevents the administration of justice, forgery or acts of corruption or a crime committed with intent, which would make it incompatible with the exercise of the function, except in the situation where rehabilitation intervened.

 

Specific conditions:

  • Higher studies in fields relevant to the position;
  • Experience in a similar position/field is an advantage;

Responsibilities and duties the main specifics of the position that will be put out to competition are those from the job description, as follows:

  • to process the received documents related to the initiation of the specific patrimony record and technical activities derived from the current activity of the UVT in accordance with the supporting documents developed in each period and provided by the persons with responsibilities and/or the functional or identified departments;
  • to verify the placement of requests received regarding the purchase of products, works, services according to CPV codes and/or in the lists of approved investments according to the supporting documents drawn up in each period and provided by the persons with responsibilities and/or the functional departments and/or collaborators;
  • to draw up specifications as mandatory documents in the public procurement procedure/modality;
  • to draw up and process the documentation regarding the technical solutions necessary to resolve requests for small works that do not require design in accordance with the legal regulations in force;
  • to draw up and process the documentation provided for in the specific legislation, which is drawn up in the performance of some works and/or service contracts;
  • to formulate specific requirements in order to conclude contracts regarding the purchase of works, services, products;
  • participate in the development of procedures, regulatory norms for all service-specific activities and submit them to the approval of the department's management;
  • to draw up and issue the order to start the works according to the legal provisions;
  • to follow the works during their execution according to the contracts concluded throughout their realization;
  • to monitor the services during the period of their provision according to the concluded contracts; to propose contractual changes whenever they are required as a result of changes in technical and technological solutions certified by site managers and accepted in accordance with the legal provisions in force;
  • to propose the component members for the evaluation and/or reception commissions according to the needs;
  • to participate as a member in evaluation commissions in public procurement and/or reception procedures as needed;
  • to participate in carrying out the market study for the works, services and products that are the subject of purchases;
  • to analyze the offers received and select the most advantageous offer for the works, services or products that are the subject of UVT purchases;
  • to monitor the development of contracts regarding the assigned and/or processed works and services;
  • to operate in the SAP computer system all the operations related to the patrimony record and the solution of technical issues regarding the works, services, products to be purchased or are purchased in accordance with the acquired skills, the specific regulatory legislation and the distribution of tasks by the hierarchical head;
  • to generate in SAP all the documents regarding the operations related to the patrimony record and the solution of the technical issues regarding the works, services, products to be purchased or are purchased in accordance with the acquired skills, the specific regulatory legislation and the distribution of tasks by the hierarchical head;
  • to draft declarations regarding the conflict of interest regarding public procurement or the like;
  • to participate in drafting the minutes of the evaluation committee and the procurement procedure report based on the documents presented and recorded by the bidders, the conclusions formulated by the members of the committees, as well as the decisions adopted by them;
  • to ensure compliance with the procedures and the processing of documents according to the requirements contained in the instructions of the regulatory authorities for funds with non-reimbursable financing;
  • submit to the approval of the competent courts the content of all documents developed, in accordance with the powers established by the UVT management;
  • to ensure the delivery of processed documents to the UVT archive according to the archiving norms approved by the UVT management;
  • to ensure the electronic archiving of documents processed and submitted in original at the STEP/DEPAMI/UVT archive;
  • to respect the work schedule established in accordance with the legal provisions in force;
  • to respect professional secrecy;
  • to use according to the instructions the equipment provided in the workplace;
  • study regulatory legislation in accordance with assigned duties;
  • to participate in professional development programs organized by the employer;
  • to collaborate with the designated persons within the functional departments/structures subordinate to them or independent structures for processing within the specific activities of procurement of works, services and products;
  • to participate within the department individually or together with other colleagues in solving the service tasks assigned by the head of services and/or the director of DEPAMI;
  • to maintain permanent institutional contact with decision-makers within STEP, DEPAMI and/or UVT;
  • to participate in the elaboration and proposal for approval of the annual procurement plan corresponding to the identified needs regarding the UVT heritage and/or own needs;
  • to participate in the elaboration of the procedures regarding the patrimony and the solution of technical issues in the UVT;
  • to process all documents with institutions involved in procedures within the service/department;
  • to ensure the preparation of all documents related to correspondence distributed within STEP and/or DEPAMI;
  • to ensure the information of the higher structures about the solutions regarding the proposed procedures corresponding to the requests formulated and/or resulting from the specific legislation;
  • to ensure the preservation and management of documents related to the activities carried out according to the approvals of the university management;
  • to develop proposals regarding the continuous professional training activity;
  • to ensure knowledge of the regulatory legislation regarding the organization and conduct of public procurement;
  • to process assigned correspondence and documentation/information/resolution in accordance with applicable requirements and resolutions;
  • to calculate and propose for payment the obligations due to UVT for the works carried out in accordance with the quotas and recipients established by the legislator;
  • to participate in the elaboration and certification of the works by drawing up and assuming all the documents provided by the specific legislation both during the performance of the works and services according to the concluded contracts and upon their completion;
  • to verify the establishment of the guarantees provided by the concluded contracts;
  • to check and process the necessary documents for the unlocking of guarantees, as well as for their execution;
  • to follow the formalization of all changes and/or improvements brought to the UVT heritage;
  • to check the activity in the UVT construction sites according to the assignments made by the hierarchical head;
  • to verify the application of technical solutions developed for small works that do not require design;
  • to prepare the documents in order to obtain approvals, agreements, authorizations and the like in accordance with the legal regulatory provisions;
  • to follow the observance of the validity periods and/or their adjustment for notices, agreements, authorizations and the like, depending on the needs and in accordance with the legal regulatory provisions;
  • to participate as requested in the technical evaluations of the current activity of STEP/SAP/DEPAMI/UVT;
  • to develop and monitor the timely preparation of STEP specific/distributed internal and/or external reports;
  • to participate in the development of the procurement plan of UVT, as well as in the development of its own, of SAP/DEPAMI;
  • participate in the development of investment lists and other documents that are subject to the approvals of the relevant ministry and/or other approval or reporting structures;
  • undertakes to participate in the preparation of the activity report of the service at the beginning of the year for the previous year and/or at the request of the direct superiors;
  • participate in the development of procedures, regulatory norms for all service-specific activities and submit them to the approval of the department's management;
  • to process the received documents related to the initiation of specific procurement activities regarding the procurement of products, works, services in accordance with the supporting documents developed in each period and provided by the persons with responsibilities and/or the functional departments;
  • to keep records of assigned works, of events in their chronological order, so that, at any time, they can provide and formalize all the details about them;
  • undertakes to be individually responsible for the data and information processed, contained in the processed documents, and/or those subject to the approvals of the UVT management;
  • undertakes to confirm and answer for the reality, regularity and legality of all information, data, proposals, conclusions and the like contained in the documents processed and/or subject to the approval/approval of higher courts;
  • undertakes not to represent or claim to represent the interests of STEP, DEPAMI and/or UVT, except in accordance with the formal mandate received, both internally and in relation to third parties or authorities;
  • ensures the confidentiality of the personal data it processes throughout the duration of the individual employment contract and after its termination, for an unlimited period, in accordance with the provisions of EU Regulation 2016/679, other applicable provisions of European Union law or internal law, constitutes an obligation daily check (except for legal leave) of electronic correspondence received at the institutional e-mail address;
  • constitutes a service obligation and other tasks given by the superior hierarchical head, related to the specifics of the position with respect for the fair distribution of tasks between positions;
  • undertakes to comply with the provisions of the Charter, Regulations and other regulations in force;
  • failure to correctly perform the established tasks and attributions and failure to respect the limits of competence, according to the tasks described and/or the decisions of the superiors, attracts disciplinary, material, civil or criminal liability, as the case may be.

 

After posting the final results obtained, as the case may be, unsatisfied candidates can lodge an appeal within a maximum of one working day from the date of posting the final result.

The communication of the results of the appeals resolution commission is displayed within a maximum of one working day after the expiration of the deadline for submitting appeals.
