Scientific Council

Scientific Council of University Research and Creation (CSCCU) has the mission of contributing to the development, promotion and capitalization of the activity of scientific research and university creation in UVT. It manages to fulfill this objective by developing strategies, regulations, reports and proposals for concrete measures; by developing evaluation and ranking criteria and by issuing viewpoints on scientific research and university creation. Also, CSCCU elaborates the strategy in the field of research - development - innovation and university creation and proposes programs for its implementation.

CSCCU is coordinated by the Office of the Scientific Council of Research and University Creation (BCSCCU).

The Scientific Council of University Research and Creation collaborates with the Commission for the activity of scientific research, artistic creation and sports performance, as well as monitoring of projects with national and / or European funding and editorial activity, within the UVT Senate, to carry out analyzes and reports on the development and evaluation of university research and creation in UVT.

Chapter 1 - General provisions

Article 1

The Scientific Council of University Research and Creation (CSCCU) is an advisory body of the Board of Directors (CA) of UVT, established on the basis of the National Education Law no. 1/2011 and OG no. 57/2002 on scientific research and technological development, as well as on their subsequent amendments and additions.

Article 2

CSCCU's activity is carried out in accordance with the legal provisions in force, with the University Charter and UVT Regulations.

Article 3

CSCCU is coordinated by the Office of the Scientific Council of Research and University Creation (BCSCCU). At the proposal of the Research Vice-Chancellor, thematic working groups made up of BCSCCU members can be established.

Article 4

CSCCU collaborates with the relevant Commission within the UVT Senate to carry out analyzes and reports on the development and evaluation of university research and creation in UVT.

Article 5

The CSSCU can propose to the Board of Directors draft decisions for the proper conduct of the activity of scientific research and university creation.

Chapter 2 - Mission and Duties

Article 6

CSCCU has the mission of contributing to the development, promotion and valorization of the activity of scientific research and university creation in UVT by: elaborating strategies, regulations, reports and proposals for concrete measures; the development of evaluation and ranking criteria; issuing views on scientific research and academic creation.

Article 7

CSCCU elaborates the strategy in the field of research - development - innovation and university creation and proposes programs for its implementation.

Article 8

The CSCCU makes recommendations to the UVT Board of Directors regarding research and university creation policies, procedures and initiatives related to university research and creation, to ensure efficiency in decision-making and strategic planning, in line with national and international research programs scientific and university creation.

Article 9

The CSCCU establishes the priority research directions, with an emphasis on multidisciplinarity, in relation to the potential of the human resources involved in scientific research and university creation activities in UVT.

Article 10

CSCCU draws up the institutional programs for scientific research and creation
university annual and medium-term and proposes recommendations for increasing performance
and the visibility of university research and creation activity.

Article 11

11.1. CSCCU contributes to the development of the strategy, criteria and conditions for the occupation of teaching and research positions, for the consolidation of UVT as an advanced research and education university.

11.2. Together with CSUD – UVT, CSCCU establishes performance criteria regarding the evaluation of the research activity and university creation of research assistants and doctoral students.

Article 12

CSCCU develops procedures and criteria for the evaluation of the activity of the university research and creation centers within the UVT.

Article 13

CSCCU contributes to the stimulation of the development of human resources involved in the activity of scientific research and university creation by developing recommendations regarding the procedures for awarding the outstanding activity of the research and creation staff.

Article 14

CSCCU coordinates the activities related to: the awarding of prizes for the most valuable results of scientific research and university creation of teaching staff, researchers, post-doctoral researchers, doctoral students (together with CSUD – UVT) and students involved in the activity of university research and creation, respectively of teams / centers of scientific research and university creation; the awarding of diplomas of excellence; awarding research achievement grants for students; assigning other methods of stimulation for the activities of scientific research and university creation.

Article 15

The CSCCU with the support of the DCSCCU participates in the preparation of the annual report of the UVT's research and university creation activity and, following the analysis, elaborates recommendations for improving the activity in the following year.

Chapter 3 - Organization and operation

Article 16

The composition of the CSCCU respects the principle of multidisciplinarity and professional competence. In its composition, the CSCCU includes a number of 25 members, of which 6 are legal members and 19 representatives of the branches of science existing in UVT, mentioned in the annex of this regulation, so that there is one representative for each branch of science in UVT and one representative from each UVT faculty. The 19 representatives are appointed by the deans of the faculties following consultations with the department directors, among the teaching staff or researchers with scientific achievements, international visibility and experience in research management and who belong to the respective branch of science. In addition to these, a number of six legal members of the CSCCU are added: the vice-rector responsible for the strategy of research, development, innovation, artistic creation and sports performance; the vice-chancellor responsible for academic strategy and student relations; the vice-chancellor responsible for the financial and digitalization strategy of the university; the director of CSUD – UVT; the chairman of the commission for the activity of scientific research, artistic creation and sports performance of the UVT Senate and the director of the department for scientific research and university creation.

Article 17

The BCSCCU is made up of nine members, including: three de jure members – the vice-chancellor responsible for the strategy of research, development, innovation, artistic creation and sports performance, the president of the committee for the activity of scientific research, artistic creation and sports performance of the UVT Senate, the director the department for scientific research and university creation and six teachers or researchers of the university. Their appointment is made by open vote, among the CSCCU members, following the proposals made by the Vice-Rector responsible for the strategy of research, development, innovation, artistic creation and sports performance, while preserving the representativeness of the three major scientific areas: (i) exact sciences / natural sciences; (ii) economic and social sciences; (iii) humanities and vocational sciences. The activity of the BCSCCU is supported by a secretary, without voting rights, appointed by the Rector from among the UVT teaching or research staff.

Article 18

The CSCCU can also have honorary members, without voting rights. This category includes personalities with significant scientific and creative activities, from the university or outside the university, whose opinions can support the research and university creation activity in UVT.

Article 19

The CSCCU may invite to the meetings, for advisory purposes, persons who are experts in the matters discussed in the meeting, without the right to vote. Their presence is limited to the items on the agenda for which they are invited.

Article 20

The activity of the CSCCU is coordinated by the Vice-Chancellor responsible for the strategy of research, development, innovation, artistic creation and sports performance of UVT.

Article 21

21.1. The CSCCU meets monthly in ordinary meetings and whenever necessary in extraordinary meetings, at the convocation of the Vice-Rector responsible for the strategy of research, development, innovation, artistic creation and sports performance of UVT or at the request of a third of the number of council members. Meetings can be held online or face-to-face.

21. 2. The BCSCCU meets once every two weeks in ordinary meetings and whenever necessary in extraordinary meetings, at the convocation of the Vice-Chancellor responsible for the strategy of research, development, innovation, artistic creation and sports performance of UVT. Meetings can be held online or face-to-face.

Article 22

The quorum of the CSCCU is ensured by the presence of at least half plus one of the total number of members, and the decisions of the CSCCU are taken by a simple majority of those present. The decisions of the CSCCU are recorded in the minutes elaborated on the occasion of each meeting.

Article 23

CSCCU decisions are not administrative acts generating rights and obligations, they are only recommendations for the executive management of UVT. The studies, reports, recommendations and proposals developed by CSCCU are presented to the Board of Directors for analysis and approval.

Article 24

Annually, CSCCU prepares an activity report and contributes to the report of the Board of Directors of UVT.

Article 25

If a CSCCU member ceases his activity, a new member from the same branch of science will be nominated, respecting the requirements of the nomination process.

Article 26

The logistical and informational support necessary for CSCCU to achieve its mission and duties is provided by the Department for Scientific Research and University Creation (DCSCU), which ensures communication with CSCCU members, the drafting of minutes, the recording and archiving of CSCCU documents, organizational support for the current activities of CSCCU .

Article 27

The term of office of the CSCCU member is a maximum of four years and coincides with the term of office of the Board of Directors of UVT.

Chapter 4 - Final Provisions

Article 28

This regulation was approved in the meeting of the Board of Directors on 16.04.2020 and approved in the meeting of the UVT Senate on 27.04.2020
