"MyUVT"

Program of the Western University of Timișoara for the development of innovative projects by students
Vision

The "MyUVT" program provides the framework, tools and resources necessary for the active participation of the UVT student community in the generation and implementation of innovative solutions that contribute to the achievement of the university's mission.

Eligible applicants

Teams made up of 3-5 students of the Western University of Timișoara, without restrictions regarding the study program, form of education, year of study, academic performance, etc.
Recommendation: the teams should be made up of students from at least 2 different study programs.

Eligible projects

The project proposals must aim at the implementation in UVT of some activities that contribute to the achievement of the specific objectives of at least one of the following three priority strategic areas:

Digital – through digitization solutions for university processes (priority through the use of modern technologies such as blockchain, artificial intelligence, etc.);
Green – through solutions oriented towards sustainable development, biodiversity, urban regeneration, circular economy, renewable energies;
well-being - through solutions aimed at increasing the quality of life on the UVT campus (health, condition
of good etc.).
Project proposals must be made using the format in Annex no. 1. Application for financing.

funding

The budget allocated to the program from the university's own revenues is 1.000.000 lei/year.
The maximum amount of financing related to a project is 100.000 lei.

The categories of eligible expenses are the following:
Scholarships for students in the project team – maximum 35% from the total budget of the project proposal.;
Purchases of goods and services necessary for the implementation of project activities
investment (goods with a value greater than 2.500 lei and a normal duration of use greater than 1 year, works)

ASSESSMENT

The evaluation and selection in order to finance the project proposals will be carried out by an Evaluation Commission, established by the Decision of the Rector of the Western University of Timișoara.
The evaluation criteria are presented in Appendix no. 2 Evaluation grid.

Implementation

The maximum period of implementation of a project is 10 months.
In order to implement, the project team will receive support from the administrative departments of UVT (Economic-Financial Department, Department for Heritage Records, Acquisitions and Investment Monitoring, Social Service, IT Service, Digitization and Data Analysis Service, Office
Legal etc.).
During the implementation period, the project team will benefit from mentoring from the UVT Digital & Green Living Lab and SAS UVT teams.

Submission of projects

Projects are submitted online, by sending the Funding Application and its annexes in the form of pdf files to the e-mail address burse@e-uvt.ro.

The teams whose projects have been selected for funding will receive at the beginning of 03.2022 an invitation for a meeting aimed at refining the project plan in relation to the feedback received during the pitch stage and starting the implementation of the project.
 
Teams whose projects were not selected within MyUVT are invited to enroll in the Innotech Student project, which offers entrepreneurial education. The organization conditions of the Innotech Student project can be found by accessing dedicated page.

FAQ

1. Once a project is declared a winner, do the project team members need to associate in a legal form in order to manage the project?

A: No, the student team will work as an informal group.

2. How will the management of the financial flow/management of the assigned amount be carried out (invoices, receipts, contracts, etc.) or can these procedures also be done from the position of an informal group - although it may be a matter of considerable amounts?

A: In order to implement, the project team will receive support from the administrative departments of UVT (Economic-Financial Department, Department for Heritage Records, Acquisitions and Investment Monitoring, Social Service, IT Service, Digitization and Data Analysis Service, Legal Office, etc. ). The purchases will be made with UVT as the Purchaser, the technical specifications of the items to be purchased being integrated according to the requests of the student team implementing the proposed project.

3. If some of the project team members are in their final year, will the allocation of the awarded scholarships stop at the end of their studies or will the scholarships be awarded after that time as well?

A: Scholarships for the students in the project team (up to a maximum of 35% of the total budget of the project proposal) are granted at the end of the implementation period/ as long as the member of the implementation team is a student of UVT, conditional on the full completion of activities included in the declared winning proposal. 

4. There is a colleague in the team who is a UVT student, but she is away this semester on an exchange of experience with the Erasmus+ program, can she be part of the team with full rights? including receiving the scholarship for the entire duration of the project?

A: Students who are part of the project implementation team can be involved in exchange of experience through the Erasmus+ program during its implementation, as long as they are really involved in the implementation of the proposed project. In this situation, they can also benefit from the scholarship granted to students from the project team, according to the Regulation.

5. If there are negative answers to the above questions (no. 3, 4), please explain to us how these things should be laid out in the budget to be clear for the evaluation team.

A: Information on the structure of the proposed project implementation team can be found in Annex 1 – Funding application, section 3 – Project team. The budget will include scholarships, if applicable, up to a maximum of 35% of the total budget of the project proposal, knowing that the scholarships are awarded at the end of the implementation period/ as long as the members of the implementation team are students of the UVT, provided that the activities included in the declared winning proposal.

6. The recommendation "teams should be made up of students from at least 2 different study programs." - to what extent will it materialize in scoring or differentiating criteria?

A: Annex 2 – The evaluation grid does not explicitly provide a distinct score for this criterion, but teams made up of students from at least 2 different study programs can additionally argue their contribution to the "Relevance" criterion, with a provision at the level of the sub-criterion "1.3 Level/degree of applicability of actions and results (university, group of faculties, faculty, group of departments/ programs, department/ program)/ (maximum 15 points)".

7. What exactly will the support of UVT's administrative departments consist of (Economic-Financial Department, Department for Heritage Records, Acquisitions and Investment Monitoring, Social Service, IT Service, Digitization and Data Analysis Service, Legal Office, etc.)?

7.1. What exactly will the support of UVT's administrative departments consist of (Economic-Financial Department, Department for Heritage Records, Acquisitions and Investment Monitoring, Social Service, IT Service, Digitization and Data Analysis Service, Legal Office, etc.)? 

  • A: UVT's administrative departments will provide specific support to the activities they usually carry out at the UVT level, considering that for the purposes of MyUVT the projects proposed by the winning teams are considered internal projects.

 

7.2. Will they issue recommendations and support or be able to implement?

  • A: If necessary, they will be able to get involved in some specific aspects of implementation, as presented in the answer to the following questions.

 

7.3. For example, if it is necessary to build a presentation website, can the IT Service of UVT develop it? 

  • A: The vision of the MyUVT program is to provide the framework, tools and resources necessary for the active participation of the UVT student community in the generation and implementation of innovative solutions that contribute to the achievement of the university's mission. If the proposed project provides for the construction of a UVT website, the implementation team will ensure that it has the necessary skills to create the website in accordance with the technical framework presented by the UVT IT Service, for the integration of functionalities and layout and compatibility with IT&C systems already existing. If the project implementation team does not have competences in this regard, it will be ensured that they integrate in the budget resources for the acquisition of these services, if necessary. The UVT IT service will provide the infrastructure and technical resources needed to host the website created by the project team.

 

7.3.1. Can programming services be outsourced?

  • A: If the project implementation team does not have competence in this regard, they will ensure that they budget resources for the procurement of these services, if applicable. The UVT IT service will provide the infrastructure and technical resources needed to host the website created by the project team.

 

7.4. Another example, we need to make purchases of consumables - which role will be played by the Department of Purchases and Investment Monitoring - will they make the purchase, will they direct us to the suppliers, will they tell us what documents we need to have?

  • A: The project team defines the needs for which the purchase is made, as well as the technical characteristics of the products/services/works in question. The Procurement and Investment Monitoring Department of the UVT will provide support in the preparation of the documentation and will carry out the specific activities of publication of the purchase, verification of the conformity of the received documents, the selection of bidders, the reception of the products/services/works together with the project team.

 

7.5. Can foreign companies also participate in the procurement competition? Maybe there are products/services that can only be provided by companies outside the territory of Romania.

  • A: Public procurement procedures are carried out according to specific legislation, and in the case of direct procurement, the procedures are published on the platform https://achizitii.uvt.ro/dashboard. In most situations, sole suppliers from abroad direct to sole distributors nationally.

8. "Project proposals must be aimed at implementation in UVT..." - what is meant by the phrase "in UVT" - in the university premises, in university properties, for UVT students (independent of physical locations), for teachers (independent of physical locations), potential students - UVT caravans, for UVT alumni communication? - Do all of these, without limiting ourselves to them, fit?

A: The project proposals must contribute to the achievement of the university's mission, therefore all the previously mentioned are examples that fit, as long as they are addressed through at least one of the three pillars of the MyUVT program – ie digital/green/wellbeing.

9. For submitting the project, the Annex 1 Form and the CVs of the team members will be attached. Do other documents need to be added or only if we deem it necessary?

A: You may add other documents, if you consider them useful and relevant, without inappropriately increasing the complexity of the submitted documentation.

10. Related to the "MyUVT" project, in the Scholarships section, what exactly must it contain?

A: In the budget structure, in the "Scholarships" category, you will include the value of the scholarships you request, within the maximum limit of 35% of the total budget of the project proposal, knowing that the scholarships are awarded at the end of the implementation period/ as long as the team members implementation have the status of a student of UVT, on the condition of full implementation of the activities included in the declared winning proposal.

11. If I have the project but haven't found a team yet, is it possible to apply by myself and in the meantime continue with the team search?

A: The MyUVT regulation specifies that eligible applicants are teams of 3-5 students of the Western University of Timișoara, without restrictions regarding the study program, form of education, year of study, academic performance, etc. At the same time, it is recommended that the teams be made up of students from at least 2 different study programs. For the situation where you have not yet identified your team members, you can pitch your idea to the students present at this meeting after the Q&A session is over to try to recruit your teammates.

12. Is it possible for a person to participate in several projects at the same time?

A: No, a UVT student appearing in a MyUVT project team will not be able to be part of the team of another project selected within MyUVT.

13. When must the physical goods purchased for a project be delivered?

A: The goods purchased through the project proposed and selected under MyUVT are used by the project implementation team until the project completion date, ie 31.12.2022 for the first batch launched in 12.2021.
