31 years after the Timișoara Revolution of 1989, at the West University of Timișoara, the conference "Imagine. Sound.89. Photography and multimedia: places of memory of the Revolution”.

The event was organized by the Faculty of Arts and Design from UVT, with the participation of the Institute of Romanian Studies at the University of Vienna.

The conference "IMAGINE.SUNET.'89 Photography and multimedia: places of memory of the Revolution" does not aim to politicize recent history, nor is it a "revealer" of truths, like the solution used in the photographic film development technique.

The public will interact, through the guests, with the past of the days of the 1989 Revolution, through the personal histories recalled in the center of Europe (Petrea Lindenbauer), or through the stories heard transformed into images (Bede Kincsö), as well as through the histories transmitted from the middle of the events (Andrei Pandele ), or through theater and documentary film (Carmen-Lidia Vidu), through a specific way of interdisciplinary filtering (Florin Oprescu).

All these are formulas to bring the '89 moment closer to us and to our understanding.

The conference takes place in the virtual space with the support of the Western University of Timișoara, the Faculty of Arts and Design and with the participation of the Institute of Romance Studies at the University of Vienna.

Overall, 56,3% of the 13.356 teachers surveyed said they do not agree to get vaccinated against COVID-19, and 43,2% say they want to return to school and teach face-to-face before the start of the vaccination campaign. The survey was conducted by the Federation of Education Unions "Spiru Haret" between December 16 and 21, 2020, among education employees, to see what their perception is regarding the reopening of school units and voluntary vaccination, according to a press release of them.

Regarding the timing of the return to face-to-face teaching, 43,2% want to return to schools as soon as possible, while 41,4% believe that the resumption of classes should take place after the completion of the national vaccination campaign .

The majority of people surveyed want the reopening of educational institutions and a return to face-to-face teaching. Thus, more than 70% of those who responded to the questionnaire, more precisely 73,1%, want the reopening of kindergartens; 75,7% want students from preparatory and I-IV classes to return to classes; 70,6% are for the reopening of schools for students of grades V-VIII; 69,4% answered that they want the reopening of high schools and vocational schools.

Out of the 55 educational units in Timiș county where teaching takes place simultaneously, one is in Timișoara. Given that the municipality is facing a big problem regarding the school infrastructure, there is a shortage of spaces that serve didactic activities, at Secondary School no. 4 (structure of Secondary School no. 1) from Timișoara, the number of students in secondary school and primary cycle is insufficient to be able to make up a full class. Thus, it was imposed to combine the students from the VIth and VIIth, respectively IIIth and IVth grades, the training process being carried out simultaneously.

Unlike the education organized in the usual conditions, in the simultaneous teaching staff alternates the activity between the two groups of learners, respectively teaching with individually-directed tasks. In this case, the teacher's effort is considerably greater, but also that of the students, who have to develop their self-directed learning skills in a more accelerated way, while at the same time addressing other intellectual approaches compared to the classical ones.

The online school has brought with it an additional challenge for simultaneous education, through the prism of educational resources, the so-called "dead times" in the teaching activity, distributive attention, the construction of learning, etc. For this reason, many of the teachers who teach in the simultaneous education have chosen now, voluntarily, to carry out additional hours with the students, so that they do not fall behind in the content of the lessons. "It's hard, but it's even harder on the computer. Each child is an individuality. The activity should be alternated so that there are no dead times. When I was in class, I knew for sure what information the students were going home with; I can't be sure now. I have to work with each child individually and that's why our work continues even after hours", testified Maria Jichici, teacher at Secondary School no. 4 from Timișoara for the simultaneous XNUMXrd and XNUMXth grade, revealing, at the same time, the fact that the didactic activity is also hampered by other factors, of an external nature.

If for 2019 the Government increased the number of permits for foreign workers from 20.000 to 30.000, and for this year it maintained the same ceiling, recently the Orban Government had prepared to freeze the ceiling and allocate all 30.000 work permits for foreigners in 2021. Now , however, the authorities have revised their estimates for next year and are proposing a lower quota of 25.000 foreign workers newly admitted to the labor market in 2021.

Why it is important: The departure of Romanian workers to other countries has led to the situation where employers, at the salaries they offer, cannot find enough Romanians willing to work for them and are forced to turn to staff from exotic countries, such as the Philippines, Thailand, Nepal, Vietnam. Such a case was presented by Profit.ro as early as 2016, when a hotel in Poiana Brașov recruited employees from the Philippines.

 

Meanwhile, in order to reduce the labor shortage, the Parliament decided that employers are exempted from the obligation to obtain an employment permit in the case of employing citizens from the Republic of Moldova, Ukraine and the Republic of Serbia, with individual full-time employment contracts, on a maximum period of 9 months in a calendar year. As a result, citizens of this state, who wish to enter the territory of Romania for the purpose of carrying out gainful activities, can apply for a long-stay visa for employment without the need to present a copy of the employment notice.

However, the coronavirus pandemic caused a significant number of Romanian citizens to return to Romania from other states. "In this context, 2020 is a totally atypical year compared to previous years, the effects of the pandemic manifesting in all economic fields, and the degree of predictability of the evolution of vacant jobs, but also of the number of registered unemployed until the end of the current year , but especially in the coming years, it is reduced", claims the Government. At the end of October, according to the act prepared then by the Orban Government and according to the data provided by the General Inspectorate for Immigration, the number of employment/posting notices issued for the employment/posting of foreign citizens in the period 01.01 - 06.10.2020 was 17.578, with 5.948 more fewer than in the period 01.01 – 30.10.2019, when the number of employment/posting notices issued for the employment/posting of foreign citizens was 23.526. Also in October, the Orban Government prepared a decision which stipulated that: "For the year 2021, a quota of 30.000 foreign workers newly admitted to the Romanian labor market is established". Now, however, the new form of the government decision, for which the last approvals were requested, provides that "For the year 2021, a quota of 25.000 foreign workers newly admitted to the Romanian labor market is established".

The Digital Services Act (DSA): obligations for platforms and implications for users

At a time when the whole of Europe relies more than ever on digital transformation, both as a fundamental pillar of economic recovery following the pandemic, but also as an engine of innovation, The European Commission has officially published, on December 15, the long-awaited proposals for The legislative act on digital services (Digital Services Act – DSA) and for The Digital Markets Act (Digital Markets Act – DMA). The legislative framework determined by the two upcoming regulations reform the rules regarding digital platforms, and introduce new rules that target tech giants in particular.

The three pursued objectives of The legislative act on digital services are:

  1. Modernizing the rules governing digital services across the European Union, leaving the core principles intact and ensuring that platforms and small and medium-sized enterprises (SMEs) can expand in the Digital Single Market
  2. The need to clarify the concepts of liability, introduce clear responsibilities and standards of transparency, to make the Internet safer for users, a place where fundamental rights and freedoms are respected
  3. Increasing accountability and facilitating better supervision and efficient and responsive administrative cooperation between competent authorities in Member States

The proposal for the Digital Services Regulation revises the measures set out in Electronic Commerce Directiveadopted in 2000, and introduces new regulations for content published by online service intermediaries, setting standards for liability of platforms, content moderation, data sharing and monitoring and surveillance obligations. While the E-Commerce Directive was adopted at a time when Facebook, YouTube, Twitter or Instagram did not yet exist, the 20 years that have followed have created significant opportunities for users and digital innovation. But digital platforms have also been abused to distribute illegal content or sell illegal goods and/or services online. Given that some very large platforms were perceived as spaces "quasi-public", where the information flows reaching users are not always truthful, the proposal wants to find solutions to protect users' rights in the online environment and ensure a competitive and transparent environment for actors in the digital platform industry.

The proposal is a horizontal act, which establishes a common legislative framework and which will be complemented by sectoral legislation such as Directive on audiovisual media servicesCopyright DirectiveAcquis on consumer protection or Proposal for a Regulation on the prevention of the dissemination of terrorist content online, without replacing or modifying these legislative acts.

SECURITY CULTURE - What to do when you suspect you are the target of a cyber fraud attempt

Cybersecurity analysts at Bitdefender warn of a new campaign of fraudulent e-mails that claim to be sent by well-known companies such as Banca Transilvania or Poșta Română, with the aim of convincing people to access links or download dangerous files that can spy on them or leave them without money, the company said in a statement.

In the case of the campaign associated by the criminals with Romanian Post (Fig. 1), people are asked to access an infected link to pay the shipping costs for a package by entering their card details on a page controlled by the criminals.

Messages claiming to be sent on behalf of Banca Transilvania (Fig. 2) prompt potential victims to download a payment confirmation attached to the email, which contains an infected executable file. Once the victim accesses the infected file from the seemingly legitimate email, the threat called Tesla Agent installs itself on the system and is able to transmit the stored information and activity on the device to the attackers.
