Chapter 1 - General provisions

Article 1 - Mission

The Department of Communication, Image and Institutional Marketing (DCIMI) is a structure of the West University of Timișoara (UVT), intended to ensure the promotion of the university's image, institutional transparency and communication with individuals, institutions, associations or organizations in order to strengthen the institutional identity.

Article 2 - General and specific objectives

(1) General objectives
The Western University of Timișoara, as a higher education institution, wants to promote a policy of openness in front of various categories of target audience.
DCIMI supports the faculties and departments within the UVT in terms of informing, creating and developing communication relationships with the various categories of target audience interested in the educational and research offer within it.
The Department of Communication, Image and Institutional Marketing ensures the permanent relationship with the mass media.

(2) Specific objectives

  • Intra-institutional information with concrete, real and timely data, the creation and development of communication relationships between the faculties and departments of the University of West Timișoara;
  • Creating and developing communication relationships with other institutions relevant to the policy and vision of the university: public administration, embassies, other educational institutions, media companies, associations and professional and non-profit organizations, private companies, in order to fulfill the mission of the Western University of Timișoara ;
  • Creating and developing good communication relationships with media representatives;
  • Implementation of intra- and inter-institutional communication strategies and programs;
  • Creation, permanent updating and strengthening of the institutional image;
  • Participation in programs to promote the educational offer to pre-university education institutions;
  • Development and implementation of an identity manual of the West University of Timișoara.

Chapter 3 - Structure and organization

Article 5 - Structure

The Department of Communication, Image and Institutional Marketing is led by a Director and is hierarchically subordinated to the Rector of UVT.
The director has under him a team of members employed under the conditions of the law and the budgetary resources of UVT.
The Department of Communication, Image and Institutional Marketing has the following offices in its structure:
(1) Communication and Media
(2) Marketing and University Image
(3) Strategic Partnerships and Diaspora

Also, there are functional, coordination links between DCIMI and other structures/persons employed with similar duties, specific to the field, within the UVT faculties or from other administrative departments (e.g. the Department for Relations with the Pre-University Environment, the Office of Communication and Institutional Image from FEAA framework, etc.).

Article 6 - Attributions

(1) Office of Communication and Media
Duties on the line – internal / external communication
- Ensures access to information of public interest (provided at art. 5 from Law no. 544/2001) which are communicated in writing (on a notice board, in the form of brochures) or electronically (CD, website)
- Collects and selects information from within the university to create, update and complete the database related to it, in order to optimize interpersonal, intra- and inter-institutional communication.
- Produces the daily press magazine which includes a selection of useful news in the field of education published in local and national media.
- Creates the monthly newsletter that includes useful and well-structured information about the most important news and events that take place within the institution.
- Post on the University's website updated and useful information for all those interested in UVT's activity.
– Supports the organization of events such as: the awarding of Doctor Honoris Causa titles and other academic titles; regional, national, international conferences, book launches, concerts, openings, sports events, reception of guests of honor, fairs (educational, job fairs, etc.).
– Supports the activity of planning festive events for students and teaching staff.
- Ensures the distribution of useful information related to the conduct of events organized at the level of university departments/faculties; mediates, as appropriate, official meetings with the representatives of other faculties or universities in the country or abroad, with the mass media, following the prior approval of the projects by the management of the requesting component structures.

Duties on the line – media relations
Those responsible for media relations at the West University of Timișoara have the following duties:
- To provide media representatives, promptly and completely, with any information of public interest regarding the activity of the institution.
- To grant accreditation to media representatives without discrimination, within no more than two days after registration.
- To inform in a timely manner and ensure the access of media representatives to the activities and actions of public interest organized by the institution.
- To ensure the dissemination of press releases, press briefings, the organization of press conferences, interviews or briefings, which receive the approval of the Rector or a person delegated by him.
- To distribute press files related to events or activities of the university to the representatives of the mass media, with the approval of the Rector or a person delegated by him.
- To withdraw the accreditation of a media representative only in the conditions where he endangers in any way the performance of the institution's activities.
- Facilitate the organization and monitoring of public appearances by members of the UVT academic community.
– Creating trusting and stimulating relations, beneficial relations between the university and the mass media.

Attributions on the line – online relationships and social media
– Optimizes, maintains and monitors the platforms and marketing strategies carried out in the online environment: Facebook, Google Plus, Twitter, Youtube
– Manages the social media platforms of the institution
– Implement the social media strategy
– Website: optimization of content and stimulation, improvements in the structure of the site: functionality, usability, navigation by users.
– Online branding: searching, identifying and improving all aspects of UVT's social media brand
– Monitor trends and encourage adoption of social media tools
– Promotes social media within the organization
– Manages the flow of information in the online environment between the department and educational stakeholders of interest to UVT (current, potential, Romanian, foreign students, teachers, specialists, researchers, trainers, alumni, professional associations, employers, public institutions, etc.), but and the image of UVT in the Romanian community/society and in the international online academic community
– Design and implement an online communication strategy applicable to UVT (external communication, internal communication, mediating UVT events through social media channels, online departmental branding aligned with offline through the correct management of UVT visual identity elements)
– Provides online publications of presentation and promotion materials (posters, brochures, multimedia presentations)
– Promotes UVT projects and UVT educational programs at national and international level

Within the Office of Communication and Media there is an online television and radio studio, structured as a newsroom that is technically configured for recording television materials, editing, archiving, preparing news, interviews and reports, but also for the possibility of broadcasting online. The headquarters of this newsroom is located in Room 037 of UVT.

(2) Office of Marketing and University Image
Duties regarding the creation and consolidation of university identity and image
– Implementation of strategies and programs for communication, creation and consolidation of the university image.
– Supports the process of creating University presentation materials – folders, posters, greeting cards, invitations, diplomas, leaflets, CDs and other advertising materials, depending on the event.
- Proposes and/or supports the creation of materials, events, actions, with social, economic, media impact, addressed to potential candidates, students, the academic environment, in order to keep up to date and develop the image of the university.
- Ensures the realization of the graphic design and drafting of the content of the accompanying information for the university's promotional materials or, as the case may be, will provide assistance to the university's component structures (faculties, departments, departments, etc.).
- Collaborate on the development of materials and supporting actions to promote the educational offer and that in the field of scientific research.
– Supports the organization of book launches/presentations, made by university representatives. Participation through communication programs and promotion of the educational offer to pre-university education institutions.
– Develops a visual identity manual and the procedures for its use.

(3) Office of Strategic Partnerships and Diaspora
Its general objective is circumscribed to the wider vision of the Western University of Timișoara, centered on the identification and consolidation of partnerships with local, national or international actors in order to design and build initiatives that expand
the results of its academic excellence, in order to generate a sustainable impact at the social, economic, political and cultural level. The Office's contribution to the fulfillment of this objective will be achieved by singling out and cultivating those partnerships that can bring added value and which are either more difficult to access, or come from fields related to the classic partnerships of a higher education institution.

The office intends to actively contribute, together with the other directly involved UVT institutional entities, to the identification, definition and outline of those partnerships that can/will create the lines of force for institutional development, internationalization and the placement of
UVT at the highest levels of national and international educational competition.

Among the priority attributions of the Office are:
- The construction of a program to get to know and approach the diplomatic world present in our country, but also at the regional/European level, the organization of periodic meetings with their representatives, aiming at mutual knowledge, but also the facilitation of joint collaboration projects with similar institutions from the spaces they represent.
- Placing the issue of diaspora and migration in the category of strategic projects, with all that results from this fact, providing logistical support to guarantee, among others: the facilitation of the academic study of this phenomenon; identification of potential partners from the diaspora; the initiation, construction and consolidation of lasting partnerships, which generate added value in terms of research products, exchange of experience, co-supervision in doctoral guidance or in master's studies, etc. At the same time, it will be aimed at facilitating the co-opting or recovery of the human resource from the diaspora by encouraging and actively supporting its re/integration into the Romanian research and educational system.
– Identifying and cultivating substantial connections with prominent personalities and significant actors at national and international level, etc.
– The organization of ad hoc events that contribute, together with the other UVT institutional entities involved, to shaping a consolidated image of a first-rate university at national and international level.

Chapter 4 - Final Provisions

Article 7

DCIMI reserves the right to make changes to this regulation whenever necessary, with the approval of the Administrative Council and the UVT Senate.
