Chancellor's office

The Rector's Office (CR) is the structure of the West University of Timișoara that ensures the institutional interface between the Rector of UVT and the external academic, public and private environment, as well as the operational one in order to apply internal decisions at the level of the institution.

The main purpose is to facilitate internal communication in order to transmit and operationalize the decisions of the UVT Rector, the decisions of the Board of Directors, the Steering Committee, the UVT Senate and to ensure their support and transparency.

The Chancellor's Office (CR) carries out the following activities:

Ensures the operational link between the Rector of UVT and Vice-Chancellors/Heads of Departments/Heads of Support Services/students/members of the academic community, as needed.
Informs the Rector of UVT about the institutional addresses received by registry/E-mail/fax and keeps track of them, ensuring the traceability of the documents.
manages The single register of decisions issued by the UVT Rector and forwards them to the persons/departments/faculties/services directly concerned.
Manages the support activity of the Board of Directors, the Steering Committee and the Senate of UVT, in accordance with the Regulation on the organization and operation of the Board of Directors of UVT and the Regulation on the organization and operation of the Senate of UVT.
It makes public the decisions of the Board of Directors, the Steering Committee and the UVT Senate by sending them to the IT department for display on the UVT website.
It ensures the transmission of the convener and the decisions of the Board of Directors and the UVT Senate to the members of the Board of Directors, the Steering Committee, the members of the Senate, the secretariats of the faculties and the administrative departments directly involved in their operationalization.
Sends the convener for the meetings of the Steering Committee, the Board of Directors and the UVT Senate.
Forwards to the UVT Senate and specialized commissions all regulations and methodologies aimed at the organization and operation of the university, in order to ensure institutional capacity, educational efficiency and quality management.
Ensures the transmission of draft decisions of the Board of Administration, for approval, to the UVT Senate.
It provides logistical, material and human support in the organization of events, at the level of the UVT Rectorate, and manages the activity of awarding honorary titles and distinctions (Doctor Honoris Causa) within UVT.

Economic and Financial Department

The Economic-Financial Department (DEF) has as its general objective the management and economic-financial development in conditions of safety, integrity, profitability, economic efficiency and permanent involvement in the achievement of the objectives established and assumed by the management in order to ensure the necessary support for the evolution of the university.

The Economic and Financial Department (DEF) within the West University of Timișoara has the following objectives:

- Organization and management of own accounting, respectively financial accounting and management accounting, as well as preventive financial control activity;

- Ensuring the measurement, evaluation, knowledge, management and control of assets, liabilities and equity, as well as the results obtained from the activity carried out;
  
  Providing information to the loan officer regarding the execution of the income and expenditure budget, the patrimony under administration and the annual execution account.

Ensuring the chronological and systematic recording, processing, publication and preservation of information regarding the financial position, financial performance and cash flows, both for the internal requirements of the University and for relations with the main authorizing officer of credits, fiscal and control bodies and other users .

The Human Resources Department (HRD) has as its general objective the management and development of the university's human resources in a collegial environment based on socialization, cooperation, collaboration in which the value and permanent involvement in achieving common objectives are the dimensions that underlie the evolution of careers.

The Human Resources Department (HRD) within the Western University of Timișoara has the following objectives:

- Elaboration and implementation of fair evaluation, remuneration and professional development systems;

- Elaboration, implementation and monitoring of the processes of application of human resources policies, recruitment and selection, promotion and training, supervision of compliance with the rules of discipline in UVT;
- Calculation and awarding of salary rights for all employed staff of the University;

Data Digitization and Analysis Service (DTDA)

Data Digitization and Analysis Service (DTDA) has the mission to ensure the most effective digital transformation processes at the level of the UVT academic community, in accordance with the institution's digitalization-oriented policy and the legal regulations in force.

General objective: Ensuring the functionality of existing software systems and building a coherent architecture aimed at developing a high-performance, modular and complex digital ecosystem at the UVT level.

Specific objectives:

The development and implementation of the digital transformation strategy of UVT, ensuring the coherence of the electronic resources, platforms, applications and information technologies of the Western University of Timișoara, which support the performance and excellence in the academic and research activity of the university;
Consistently optimizing and updating workflows to consistently ensure up-to-date and functional software tools for the academic community;
Coordinating the retrieval of data and the completion of periodic reports managed at a central level, such as the data reported in ANS, PCUe, data requested by MEC, INS as well as other authorities, with the support of the relevant departments in UVT;
Data management and tasks falling within the scope of personal data (GDPR), constant analysis and updating of work procedures to ensure compliance with the General Data Protection Regulation 2016/679;
Management of IT and electronic systems of UVT (UMS, SEAD, admission platform, online accommodation platform, online timetables, SIMD, other relevant projects at UVT level);
The development and management of automation systems specific to university activities in close collaboration with relevant departments;
Management of systems and platforms accessible through a web browser interface or dedicated application at the UVT level;
Support for the functionality of ICT technologies implemented in UVT, used by students, teaching staff, administrative staff and UVT management;
Periodic auditing of the level of performance of digital resources and platforms and, depending on the problems identified, proposing measures to correlate these resources with the needs of the teaching staff and students.

Department of International Relations

Regulations / Methodologies / Operational procedures

The Department of International Relations supports the activities within UVT oriented towards the fulfillment of the university's strategic internationalization objectives, as a renowned higher education and research institution at the national, regional, European and global level. The Department of International Relations (DRI) within the Western University of Timișoara offers support to students, academic and administrative staff from UVT in terms of mobility and international cooperation actions, as well as to international students and teaching staff from abroad who wish to study, respectively to carry out teaching or cooperation activities in the field of higher education, at UVT.

The DRI objectives are in line with UVT's international cooperation policy:

the development and implementation of the UVT internationalization strategy as a multi- and inter-disciplinary higher education institution;
managing the portfolio of UVT's international partners, both within mobility programs (for example, Erasmus+) and within bilateral agreements of other types;
implementation of international mobility programs for students, teaching staff and administrative staff; increasing the number of beneficiaries of these programs and the quality of the mobility content;
increasing the number of international students studying at UVT (mobility or full cycle of studies) and international teaching staff and researchers carrying out activities at UVT in the short, medium or long term;
internationalization at home - development of initiatives offered to the UVT community in order to develop and consolidate the international dimension: collaboration with other structures of UVT in order to promote study programs with teaching in foreign languages and double/multiple degree programs; attracting international lecturers through external programs (Fulbright, DAAD, intergovernmental agreements, etc.) or internal (Visiting@WUT, Diaspora@WUT Lecture Series); other activities organized in collaboration with UVT faculties with the aim of promoting the university (international summer schools).
coordination of admission for international students from EU countries and third EU countries;
logistical and informational support regarding the development and implementation of cooperation projects with international partners under the umbrella of the Erasmus+ program;
development and implementation of a strategy for strengthening UVT's relationship with the Diaspora;
contributes to the actions and objectives of UVT within the UNITA alliance of European universities;
promoting UVT internationally as a center of excellence in education and research.

a. The ERASMUS+ office - has as its main objective the implementation of mobility projects and international cooperation projects that take place at UVT under the umbrella of Erasmus+ and the EEA Financial Mechanism, as well as the administration of the portfolio of bilateral agreements specific to these programs on a global level. On a secondary level, it contributes to UVT's objectives regarding mobility within the UNITA alliance of European universities. The office coordinates at the central level all types of incoming and outgoing mobilities of the Western University of Timisoara, for students, teaching staff and administrative staff, of short, medium or long duration, physical, mixed or virtual.

b. Global Cooperation, International Students and Diaspora Office - has as its main objective the development of UVT collaborations at the global level in the field of higher education and the promotion of UVT in the world as a renowned higher education institution at the regional, national, European level. The secondary objectives include: coordination of admission to UVT for international citizens and Romanian citizens with diplomas obtained abroad, recruitment of international students for a complete cycle of studies, administration of the portfolio of bilateral cooperation agreements of the Memorandum of Understanding type, support of international efforts from the level of the academic structures within UVT (development and promotion of study programs with double/multiple degrees or teaching in foreign languages, organization of intensive study programs or international student exchanges, logistical support for the recruitment and organization of the stay of international lecturers, etc.) , as well as the implementation of the action plan regarding UVT's relationship with the Romanian Diaspora and international alumni.

Department for Relations with the Socio-Economic Environment and Alumni

Mission
The mission of DRMSEA is to ensure the establishment, consolidation and development of institutional partnerships with entities from the socio-economic, cultural, artistic and sports fields in order to increase the relevance of UVT's involvement in the community, increase the quality of UVT's educational programs and the degree of insertion on the labor market, for the purpose of developing an entrepreneurial culture and the practical skills of students and graduates, respectively for the purpose of creating and strengthening an Alumni community.

The main objective of DRMSEA is to consolidate a reference position of UVT in the community and on the labor market, as an interface between students, teaching staff, the Alumni community and representatives of the socio-economic, cultural, artistic and sports environment.

The specific objectives of DRMSEA are:
a. creating, consolidating and developing partnerships between the socio-economic, cultural, artistic, sports environment and UVT to ensure the positioning and involvement of the university in the community;
b. the identification of public and/or private funding sources to ensure the implementation of UVT impact projects at the local, regional and national level;
c. carrying out information actions, organizing specific events with institutional partners, so that students and the Alumni community know the needs, opportunities, challenges and expectations of the labor market and contribute to increasing the degree of insertion of UVT students and graduates;
d. the development of the culture of belonging to the Alumni community by identifying some activities and features that need to be developed at the UVT level so that, in the medium and long term, the premises for the natural development of functional, future networks with the socio-economic, cultural environment, artistic and sports;
e. the development of a communication platform with the Alumni community, in order to be able to contribute by means of closer relations with UVT graduates to the implementation of intergenerational projects and to a transfer of knowledge and expertise;
f. the proposal and valorization of events with a strong local, regional and national impact that UVT addresses to society, so that they ensure institutional visibility, of members of the academic and scientific community of UVT, of students and its Alumni.

Quality Management Department

Department for Quality Management (DMC) from the Western University of Timișoara has the following objectives:

implements the strategy of the West University of Timişoara regarding the assurance and evaluation of the quality of education;
formulates and promotes elements of a culture of quality in education by identifying those characteristics of the study programs and its provider that satisfy the demands of direct beneficiaries (UVT students, other adults included in a form of education) and indirect beneficiaries of education (employers, employees, contractual beneficiaries, families of direct beneficiaries, the whole society);
makes the internal indicators and standards for quality assurance and evaluation compatible with the external methodology used by the specialized agencies for quality evaluation in higher education that act at the national and international level;
promotes the need to ensure quality in education by referring to the institutional capacity and effectiveness of UVT, as well as to internal quality management;
provides the framework for carrying out evaluation activities of teaching staff by students;
organizes professional training and information sessions in the field of quality management with the aim of improving the specific performances of faculties and study programs;
coordinates activities of faculties and study programs that are converging with the legal requirements aimed at ensuring and evaluating quality in higher education.
