The "Euro 200" program regarding the granting of financial aid to students for the purchase of computers for the year 2024

The "Euro 200" program regarding the granting of financial aid to students in order to stimulate the purchase of computers, regulated by Law no. 269 ​​of June 16, 2004 regarding the granting of financial aid to stimulate the purchase of computers, with subsequent amendments and additions, by Decision of the Government of Romania no. 1294 of August 13, 2004 regarding approval Methodological norms for the application of Law no. 269/2004 regarding the granting of financial aid in order to stimulate the purchase of computers, with subsequent amendments and additions, and by Order of the Minister of Education no. 4138 of April 3, 2024 regarding approval The calendar for granting financial aid for the purchase of computers for the year 2024 it also takes place in the year 2024.

The beneficiaries of this program are students aged up to 26 years, which come from families with a monthly gross income of a maximum of 500 lei/family member.

Financial aid represents the equivalent in lei of 200 euros for the purchase of a computer, calculated at the exchange rate communicated by the National Bank of Romania for the last day of the previous month, without exceeding the value of the purchased computer. The aid is granted only once within a family. Alienation of computers before the expiry of the period of 3 years from their purchase is prohibited. Non-compliance with this provision attracts the responsibility of the guilty parties and is sanctioned with the restitution of the equivalent in lei of the financial aid granted, calculated at the exchange rate from the date of discovery.

Recommended minimum configuration of computers for the purchase of which financial support is granted, which must also include licensed basic software, including an operating system and an anti-virus program, is as follows:

a) for desktop-processor with minimum nominal frequency of 3.0 GHz; HDD minimum 500 GB or SSD minimum 240 GB; RAM type DDR3 or DDR4 minimum 8 GB; LCD or LED monitor with a minimum diagonal of 18.5" and a minimum resolution of 1.920 x 1.080; keyboard, optical mouse; webcam;

b) for laptop, notebook, ultrabook and equivalent devices - processor with at least 2 cores; RAM type DDR3 or DDR4 minimum 8 GB; HDD minimum 500 GB or SSD minimum 240 GB; minimum diagonal 14"; minimum resolution 1.366 x 768; webcam.

The computers whose purchase is made through financial aid according to Law no. 269/2004, with subsequent amendments and additions, will obligatorily include a licensed operating system. Personal computers and personal computer-type mobile devices such as laptops, notebooks, ultrabooks or equivalent devices are considered.

To obtain aid related to the purchase of a computer based on Law no. 269/2004, UVT students will submit a model application (model available HERE), until May 20, 2024, by e-mail, at the address euro200@e-uvt.ro, accompanied by the following documents:

a) copy of the student's birth certificate or identity card;

b) copies of the birth certificates or identity documents, as the case may be, of the other family members;

c) certificate from the educational institutions/units showing that the other brothers/sisters are pupils or students;

d) supporting documents, in original, regarding the income of the family members.

e) self-responsible declaration to the effect that the monthly gross income per family member falls within the ceiling of 500 lei/family member and that they have the difference in money for the purchase of a computer with a minimum standard configuration;

 f) certificate issued by the educational institution showing that the student obtained at least 45 credits in the academic year prior to the submission of the application for financial aid to stimulate the purchase of computers, for all students, except for first-year students - requested by e-mail from the Student Info Center (info@e-uvt.ro).

Students who have submitted some of the supporting documents requested above in the file for the grant of the social scholarship for the academic year 2023-2024 can request through the submitted application that they be taken from that file to be used in proving their eligibility in order to obtain the related aid the purchase of a computer based on Law no. 269/2004.

When determining the gross monthly income per family member, all incomes made by family members in the month preceding the submission of the application are taken into account, with the exception of: the state allowance, the complementary family allowance and the support allowance for single-parent families, the complementary personal budget granted to people with disability, scholarships and social grants, as well as all social rights which, according to the law, are exempt from the establishment of other rights and obligations.

If the family owns movable and immovable assets that could be capitalized, the potential income from their capitalization is taken into account, in compliance with the provisions Art. 8 para. (2)-(4) from Law no. 416/2001 on the guaranteed minimum income, with subsequent amendments and additions, and the categories of goods and the criteria provided in annexes no. 4-6 to the Methodological Norms for the application of the provisions of Law no. 416/2001 regarding the guaranteed minimum income, with subsequent amendments and additions, approved by Government Decision no. 1.010/2006.

In the situation where the eligible beneficiaries have equal incomes, the tie-breaking criteria will be obtaining a minimum of 50 credits in the academic year prior to submitting the application.

Beneficiaries of Law no. 269/2004 can go to any economic agent that sells computers and can purchase computers based on the original voucher, paying the difference in price that exceeds the value of the financial aid. If the supplier accepts, the price difference can be paid by the beneficiary in installments. In these cases, the voucher obtained by the beneficiaries of Law no. 269/2004 can constitute an advance for the purchase of computers. It is forbidden for the economic agent to give any remaining money to the voucher.
